DOTr opens bidding for P252.8-M EDSA Busway rehab

The Department of Transportation (DOTr) has started the bidding process for Phase 1 of the EDSA Busway station rehabilitation project, with an approved budget contract of P252.8 million. The agency said any bid exceeding this amount will be automatically disqualified.

“Bidding will be conducted through open competitive bidding procedures using non-discretionary ‘pass/fail’ criteria,” the DOTr said, citing the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act No. 9184.

Interested bidders may acquire a full set of bidding documents from 19 April 2025, to 10:00 AM of 19 May 2025, upon payment of a non-refundable fee of P50,000. A pre-bid conference is set for 7 May 2025, at 10:00 AM at The Columbia Lower, Ortigas Avenue, Barangay Wack-Wack, Mandaluyong City. The bid opening is scheduled for 19 May 2025.

The agency reserved the right to reject any or all bids, declare a bidding failure, or withhold contract award at its discretion, in accordance with the IRR provisions.

Transport secretary Vince Dizon previously announced a pause in the planned privatization of the EDSA Busway’s operations and maintenance (O&M) to focus on station rehabilitation. Dizon said the upgrades are expected to be completed by February or March 2026, after which privatization efforts would resume.
