The Department of Energy (DOE) has welcomed the release of a memorandum by the Department of the Interior and Local Government (DILG) that advanced sustainable energy use across the country. Issued on 14 May, the memorandum circular (MC) detailed the guidelines for implementing the Energy Efficiency and Conservation (EEC) Act at the local level, mandating local government units (LGUs) to appoint EEC officers, craft local EEC plans, and submit regular energy consumption reports via the Government Energy Management Program Online System.
The DOE said MC 2025-047—along with the promotion of energy-efficient technologies and responsible energy practices in public buildings—will not only reduce energy consumption but also institutionalize sustainability in local governance. “This issuance empowers our LGUs to take a more active role in achieving our national energy efficiency goals,” said Energy Secretary Raphael Lotilla, commending DILG Secretary Jonvic Remulla Jr. for his leadership.
The circular also holds commercial and corporate relevance as it signals stronger local enforcement of sustainable energy practices, potentially influencing energy management standards across private sector operations. This follows prior joint initiatives like the Energy Virtual One-Stop Shop Act and the LGU Energy Code, aimed at regulatory efficiency and streamlined energy processes—underscoring how local governance is becoming a critical player in the country’s broader energy transition.
