    Full probe into Pagbilao Power Plant fire that killed one, injured nine

    The Department of Energy (DOE) has launched a full investigation into the fire that hit Unit 3 of the Pagbilao coal-fired power plant in Quezon Province on 31 October.

    DOE Secretary Sharon Garin confirmed on Sunday that one person died and nine others were injured in the incident. Of the 10 casualties, three were personnel from Therma Luzon Inc. (TLI) and seven were from contractor firms, though the identity of the deceased has not yet been released.

    Garin expressed condolences to the victim’s family and said the injured workers were immediately taken to nearby hospitals. All are reportedly in stable condition, with arrangements being made for possible transfer to specialized hospitals in Metro Manila if needed.

    The DOE said Pagbilao Energy Corp. (PEC), the operator of Unit 3, has been directed to continue providing full medical and financial assistance to the victims and their families. Garin also commended PEC’s quick response and coordination with local authorities and medical teams.

    She added that the DOE will support recovery and rehabilitation efforts at the plant to ensure both worker welfare and energy stability.

    The Pagbilao Power Station is a major source of baseload power in Luzon. Unit 3, operated by PEC—a joint venture between AboitizPower and TeaM Energy—has a capacity of 420 megawatts (MW). Units 1 and 2, with a combined 735 MW, are managed by Therma Luzon Inc., an AboitizPower affiliate.

    The fire’s cause has not yet been determined, but energy officials stressed that ensuring worker safety and restoring operations are top priorities as the investigation continues.
