Bonifacio Global City (BGC) is set for its first sweeping land-use overhaul in more than two decades, as state developer Bases Conversion and Development Authority (BCDA) launches a new master development plan to recalibrate growth in the Philippines’ premier central business district.
BCDA said on January 26 it has engaged SyCip Gorres Velayo & Co. (SGV & Co.) to lead the update, revisiting a framework largely unchanged since 1996, when the former military base began its transformation. Central to the review is the reallocation and optimization of BCDA’s gross floor area (GFA) entitlements, including pockets that remain underutilized.
The nine-month exercise aims to better align development intensity with infrastructure capacity, while maximizing land value and identifying areas for redevelopment or possible disposition.
Beyond commercial upside, the plan addresses pressures typical of a maturing CBD: traffic congestion, infrastructure strain, climate risks, and the need for more inclusive, people-first mobility.
BCDA President and CEO Joshua M. Bingcang said the goal is to make BGC more open, accessible, and centered on public spaces, mobility, and transport. The revised blueprint will integrate contemporary planning principles such as streetscape upgrades, active transport, and transit-oriented development linking land use with existing and planned transport systems.
The reset, from a business standpoint, signals a shift from rapid expansion to optimization. With most prime parcels already built out, future value creation is likely to come from smarter density, mixed-use recalibration, and improved connectivity rather than sheer scale. If executed well, the plan could unlock new investment cycles, support employment, and sustain BGC’s competitiveness against emerging townships.
Spanning 240 hectares, BGC is developed with Ayala Land and the Campos group, alongside nearby Uptown Bonifacio, McKinley West, and Veritown Fort.
