    BIR fast-tracks incentives with dedicated RBE tax service

    The Bureau of Internal Revenue (BIR) has launched a dedicated service for Registered Business Enterprises (RBE), a move aimed at translating the CREATE MORE Act’s incentives from policy into day-to-day practice.

    Unveiled Tuesday, Jan. 27, the Registered Business Enterprise Taxpayer Service (RBETS) centralizes the handling of RBE tax concerns—addressing a long-standing complaint among investors about fragmented processes and uneven implementation. The reform is designed to make tax administration as investor-friendly as the incentives the law promises.

    BIR Commissioner Charlito Martin R. Mendoza said the rollout underscores the agency’s shift from compliance as paperwork to compliance as service. “We are making that mandate real — not later, but here and now,” he said. “Incentives are granted by law, and the way government serves investors must align with those incentives.”

    Ahead of the launch, the BIR on Jan. 26 blessed a facility at its National Office that will serve as the interim oversight hub for RBETS, signaling that the initiative is already operational rather than merely aspirational

    On the ground, the bureau is opening  Express counters in 20 Revenue District Offices nationwide, as well as within the Large Taxpayers Service. 

    Personnel assigned to these service points have undergone focused training to ensure consistent interpretation of the RBETS tax regime under CREATE MORE—an attempt to reduce ambiguity and speed up transactions.

    Mendoza said the bureau has also established interim structures, clearly defined roles, and standardized procedures to deliver immediate improvements in taxpayer experience. “Our stakeholders will already feel the improvement,” he noted.

    The RBETS rollout is part of the BIR’s five-point reform agenda, particularly its push for service excellence and stronger stakeholder engagement. 

    More broadly, it reflects a pragmatic reform strategy: implement what can be done now, refine along the way, and build toward a fully dedicated, mature service framework.

    “This is legacy work,” Mendoza said. “We act immediately where we can, build as we go, and move forward with purpose.”
