John Hay sports hub takes shape

The Philippine Sports Commission (PSC) and the Bases Conversion and Development Authority (BCDA) have sealed a landmark deal to build the John Hay Sports Center inside Camp John Hay in Baguio City, accelerating efforts to upgrade the country’s high-altitude training infrastructure.

Under the agreement, BCDA will dedicate roughly 6,000 square meters within Camp John Hay and supervise construction of the P500-million facility. The agency will manage the competitive bidding for a design-and-build contractor and later select a private partner to operate and manage the complex. Completion is targeted within 18 months.

The PSC jump-started the project with an initial P150 million released in December 2025 and committed to fund the full project cost within the agreement’s term. Once finished, the sports center will be turned over to the PSC, which will run and maintain the facility under a separate usufruct arrangement.

BCDA President and Chief Executive Officer Joshua M. Bingcang said the center will provide national athletes reliable access to indoor training venues for futsal, floorball, mixed martial arts, netball, handball and other disciplines—critical in a city long prized for its cool climate and altitude advantage.

Beyond elite sports, the complex is envisioned as a community anchor, supporting grassroots and recreational programs for Baguio residents while creating revenue streams to sustain regional training centers nationwide.

PSC chairman John Patrick Gregorio said the project strengthens the national training pipeline while advancing financial sustainability goals.

Architecturally inspired by the Cordillera mountains and Baguio’s terraced terrain, the center aims to mirror the steady ascent of Filipino athletes—from community courts to the world stage.
