West Cebu ecozone expansion seen boosting jobs, investments

The expansion of the West Cebu Industrial Park–Special Economic Zone (WCE–SEZ) in Balamban, Cebu is expected to accelerate job creation, attract fresh investments, and strengthen regional supply chains, further cementing the estate’s role as one of the country’s key industrial hubs.

Rafael P. Fernandez de Mesa, president and chief executive officer of Aboitiz Economic Estates, said the addition of 64.7 hectares to the ecozone underscores the value of long-term industrial investments that generate opportunities for Filipino workers and spur inclusive economic growth.

“West Cebu Estate stands as one of the country’s most important industrial centers, and this expansion reinforces its role as a driver of jobs, investments, and inclusive economic growth,” he said.

The expansion comes as Balamban continues to solidify its reputation as the country’s shipbuilding capital, serving as a cornerstone of the domestic maritime industry and an increasingly important player in the global shipbuilding value chain.

Fernandez de Mesa said the larger industrial footprint will enhance the area’s capacity to host new locators, support business expansion, and deepen supply networks that fuel broader economic activity.

“As Balamban continues to anchor the country’s maritime industry and strengthen its standing in global shipbuilding, the expansion of industrial capacity creates more jobs, attracts new investments, and deepens the supply chains that power economic progress,” he said.

The move follows the signing of Proclamation No. 1288 by President Ferdinand R. Marcos Jr., which formally designates two parcels of land in Barangay Buanoy, Balamban for inclusion in the existing ecozone.

For Aboitiz Economic Estates, the expansion represents more than just additional industrial space. Fernandez de Mesa said it is a strategic, long-term investment aimed at creating lasting economic opportunities, strengthening local communities, and supporting the next phase of growth for Cebu’s industrial and maritime sectors.
