Globe backs new EO on government data protection

Globe Telecom welcomed Executive Order No. 119 signed by President Ferdinand R. Marcos Jr. on July 13, calling it a major step to strengthen the country’s cybersecurity and build public trust in digital government.

The order creates a new system for classifying government data and requires that highly sensitive information marked as top secret and secret must stay within the Philippines. For other types of government data, it sets clear rules for the safe use of cloud technologies.

Globe said the policy reflects the current reality where the government needs to both adopt new technologies and protect national security. 

Atty. Vicente Froilan Castelo, general counsel at Globe, described the order as a significant milestone that gives agencies a clear, risk-based framework to protect sensitive information while still allowing them to modernize.

Globe president and CEO Carl Cruz said digital transformation can only succeed if people trust that government systems are secure. He said the order helps ensure that critical information gets the highest protection while agencies continue to improve their services.

The company noted that the order comes as cyberattacks on critical infrastructure and public institutions are growing worldwide, as more governments use cloud computing and artificial intelligence. It said the Philippines is now aligned with countries like Australia, Singapore, India, and members of the European Union that have adopted similar frameworks balancing innovation and data protection.

Globe said the order provides much-needed clarity on how sensitive government data should be stored, processed, and protected, helping agencies and their private partners adopt cloud services more securely.

The company reaffirmed its commitment to support the government’s digital transformation through secure connectivity, cloud, cybersecurity, and digital infrastructure that meets local regulations and global security standards.
