At least nine power generation firms have signalled their interest in joining the competitive selection process to supply 600 megawatts of baseload power to the Manila Electric Company. The companies that attended the pre-bid conference include Energy Development Corp., GN Power Mariveles, Limay Power, Mariveles Power Gen Corp., Masinloc Power, Panay Energy Development Corp., Southwest Luzon Power Generation Corp., Sual Power and Therma Luzon Inc.
The procurement covers 300 megawatts to be made available by February 2028 and another 300 megawatts by February 2029, under a 15-year power supply agreement. Bids are due on September 1, and the process is open to all power generation technologies that meet technical and commercial standards, aligned with the Department of Energy’s official energy mix policy.
Meralco said the open bidding process ensures supplies are secured at the most cost-effective rate while maintaining service reliability, which translates to better benefits for its customers. Under existing regulations, distribution utilities can only finalise power supply agreements after securing at least two qualified bids through this competitive process; direct negotiations with suppliers are permitted only if two separate bidding attempts fail. Meralco serves the whole National Capital Region, the provinces of Rizal, Bulacan, Cavite, parts of Laguna and Quezon, and three municipalities in Batangas.
