Yuchengco-led PetroWind Energy Inc. has signed a Renewable Energy Payment Agreement (REPA) with state-run National Transmission Corp. (TransCo), locking in guaranteed pricing for its 13.56-megawatt Nabas Wind Power Project Phase 2 in Aklan. This follows the project securing its Green Energy Auction tariff in 2022, plus a provisional operating permit from the Energy Regulatory Commission in May 2026 and a formal tariff endorsement from the Department of Energy in July 2026.
Under the deal, PetroWind will receive a fixed rate of P5.7555 per kilowatt-hour for 20 years—delivering long-term revenue stability for the project. “The REPA is the final document allowing us to receive the guaranteed GEA tariff,” said Francisco Delfin Jr., PetroWind executive vice president for operations. Nabas 2 is the first of three new Visayas projects: the 20-megawatt Panitan Battery Energy Storage System targets commercial launch by end-2026, and the 90-megawatt Panitan Solar facility is set to connect to the Visayas grid by mid-2028, boosting regional power supply and reliability.
TransCo President Joseph Omar Castillo noted the agreement fulfills the agency’s mandate to manage Green Energy Auction and Feed-in Tariff allowances—funds collected from all grid-connected electricity users to support renewable energy incentives, with rates reviewed and adjusted annually. TransCo owns and operates the country’s transmission network.
PetroWind is an affiliate of PetroEnergy Resources Corp., whose portfolio spans solar, geothermal, and oil projects, including ongoing drilling operations in Gabon, Africa, aimed at lifting daily production from 15,000 to 18,000 barrels by late 2026.
