The Philippine Economic Zone Authority (PEZA) and Aboitiz Economic Estates are expanding an investor-assistance program designed to turn investment commitments into operating projects faster as international interest in the Luzon Economic Corridor grows.
The next phase of EaseBiz will tighten coordination for companies navigating PEZA registration, documentary requirements and site-establishment procedures—steps that can determine how quickly planned investments become factories, jobs and exports.
The initiative traces its roots to 2022 and has supported more than two dozen PEZA registration cases, including six investors assisted since the program was formally established in 2025.
The program is particularly aimed at foreign investors unfamiliar with Philippine regulatory procedures and working against fixed construction and production timelines.
“PEZA remains committed to enhancing ease of doing business in our ecozones so that investor confidence translates into concrete projects, quality jobs, and increased exports,” PEZA Director General Tereso Panga said.
EaseBiz will be integrated with the PEZA The One Portal System, while investor education and coordination throughout the registration process will be expanded.
Aboitiz Economic Estates will also explore extending the assistance to business-registration requirements involving the Securities and Exchange Commission and other government agencies.
The push comes as the Philippines faces a broader competitiveness test: converting investor interest and approved commitments into projects that begin operating on schedule.
Aboitiz Economic Estates President and CEO Rafael Fernandez de Mesa said investment readiness requires more than industrial land, infrastructure and utilities, pointing to the need to pair physical assets and talent with regulatory guidance.
PEZA and Aboitiz Economic Estates, through LIMA Land Inc., formalized the partnership under PEZA’s Investment Promotion Partnership Program.
The expanded EaseBiz program is intended to reduce administrative friction and give investors a clearer path from registration to construction, production and eventual export operations.
