    DOE pilots energy ordinance template in Iloilo

    The Department of Energy (DOE) has announced the crafting of a standardized energy infrastructure ordinance template being piloted in Iloilo province. The initiative aims to create a uniform framework that streamlines approval procedures, reduce delays, and ensure a transparent, consistent regulatory approach across local government units (LGUs).

    The DOE said that a major challenge in energy project development is the varying timelines for permits, particularly local government resolutions of support, which often lead to significant delays. While the agency did not specify the exact timeline improvements, it said that the proposed ordinance advocates for a clear, transparent timeline for resolutions to facilitate a more predictable approval process.

    The DOE further encouraged LGUs to prioritize applications for strategic energy investments, issue provisional permits, and publish fee rates for better transparency. Iloilo was selected for the pilot due to its existing renewable energy projects, including a 4.5 MW solar and a 15 MW biomass facility, as well as 26 upcoming projects.

    Energy undersecretary Sharon Garin remarked that close collaboration with LGUs would enhance regulatory transparency, improve coordination, and expedite project implementation, contributing to the country’s energy infrastructure and sustainability goals.

    In addition to Iloilo, the DOE conducted consultations and site visits in Batangas, Rizal, Ilocos Norte, and Pangasinan to discuss improving regulatory efficiency and supporting energy sector investments. The agency is also working with other government bodies like the Department of Agrarian Reform and the Department of Environment and Natural Resources to ensure effective execution of energy projects.
