New rule mandates energy efficient purchases in gov’t

The Inter-Agency Energy Efficiency and Conservation Committee has ordered all government offices to purchase only energy-consuming products (ECPs) that meet the Department of Energy’s (DOE) minimum efficiency standards. This move aims to promote energy savings and reduce public spending.

Energy Secretary Sharon Garin said the policy ensures agencies use certified energy-efficient products, helping the country meet its climate goals while cutting electricity use and greenhouse gas emissions.

The resolution applies to all government departments, agencies, state universities, local governments, and government-owned corporations. These entities must now use appliances and equipment that comply with the DOE’s Philippine Energy Labeling Program (PELP) and Minimum Energy Performance for Products (MEPP) standards.

MEPP sets the minimum efficiency levels products must meet before sale or use, while PELP requires products to carry an official DOE energy label. This label uses a star-rating system to guide buyers and encourage manufacturers to improve energy efficiency.

The DOE expects this policy to help reduce energy consumption by at least 10% across all government facilities.

In related news, the Philippine Energy Efficiency Alliance (PE2) recently met with the Philippine Economic Zone Authority (PEZA) to discuss a partnership to boost energy efficiency investments in economic zones. They plan to explore agreements to support business-to-business energy efficiency projects, including performance contracts and technology deployment.

PE2 president Alexander Ablaza said that improving energy efficiency will help exporters in economic zones become more competitive globally by optimizing production and reducing costs.
