PLDT leads industry-wide effort stopping cable theft, protecting telecom infra

PLDT Inc. is stepping up its campaign against cable theft to maintain reliable connectivity and digital services for Filipino households and businesses. Led by its Asset Protection & Security Risk Governance (APSRG) Group, the company is working closely with other major telecommunications providers through the National Telecommunications Security Council (NTSC) to launch a new initiative called “Oplan Balikatan.”

The NTSC was first established by PLDT’s APSRG team in June 2021 and brings together security leaders from PLDT, Smart, Globe Telecom, DITO, and Converge ICT Solutions. “Oplan Balikatan” builds on PLDT’s earlier “Bayanihan” program, which encourages cooperation between telecom firms and local barangays to help residents watch over network facilities and report theft or damage.

Wilfredo Gonio, head of PLDT and Smart’s Security Central Command, emphasized that keeping communities connected requires shared effort. “By standing together with fellow telcos and local government partners, we live up to the spirit of Balikatan and empower communities to help protect vital infrastructure,” he said.

NTSC chairman Ramiro Manuel Rey (Ret.) of Converge ICT noted that while companies compete commercially, they share a common duty to secure networks. “Through the council, we combine resources and expertise to stop illegal activities and ensure services remain stable,” he added.

Through these joint efforts, the industry aims to build safer, more resilient communities. By taking a community-focused approach, PLDT and its partners seek to sustain digital access, strengthen public trust, and ensure technology continues to support progress and inclusion across the Philippines.
