The Department of Transportation (DOTr) and LTFRB have selected GCash to deliver fuel subsidies digitally to eligible public utility vehicle (PUV) drivers and operators across the country. The move comes amid rising global oil prices fueled by tensions in the Middle East, which have squeezed the daily earnings and livelihoods of transport workers.
Instead of relying on manual processes, qualified beneficiaries receive aid directly into their GCash wallets. This method cuts travel time, eliminates long queues, and improves speed, security, and transparency compared to traditional systems.
For GCash, the partnership carries strong corporate significance: it positions its platform as a trusted infrastructure for government services, expanding its role beyond everyday transactions to public welfare. Cleo Celeste Santos, GCash B2B sales head, noted the initiative advances equitable access and removes barriers while building accountability. The collaboration also develops a scalable disbursement system with bulk payouts, governance controls, and automated reporting—equipping the LTFRB to manage future subsidy programs more efficiently.

Qualification typically requires valid franchises and updated records with the LTFRB and LTO; those not listed can request record validation directly through the board.
