BSP names new assistant governor for financial markets

The Bangko Sentral ng Pilipinas has named Dino R. Gasmen as the new Assistant Governor for the Financial Markets sector, with his formal appointment set to take effect on January 18, 2027. He will take over the post from Senior Assistant Governor Edna C. Villa, who will retire from the central bank on January 15 the same year. To ensure a seamless handover of duties, Gasmen will officially join the BSP as a Technical Advisor starting November 3, 2026. The Monetary Board gave its approval to the appointment on July 16, 2026.

In his new capacity, Gasmen will lead key functions including the central bank’s open market operations, implementation of foreign exchange policies, management of the country’s international reserves, and related risk management efforts, all aimed at supporting the BSP’s core goals of maintaining price and financial stability. He comes to the BSP from the Bank of the Philippine Islands, where he currently serves as Executive Vice President, Treasurer, and Head of Global Markets. He also chairs the bank’s Asset and Liability Committee and sits on its Management Committee. Before joining BPI in 2014, Gasmen spent 17 years at HSBC Global Markets, holding leadership roles such as Head of Rates Trading Business for the Philippines, Indonesia, Vietnam, and Sri Lanka, and Head of Balance Sheet Management for HSBC Philippines. He has also led industry groups as President of the Money Market Association of the Philippines in 2006 and ACI Financial Markets Association Philippines in 2018, and holds both a Bachelor of Science in Electrical Engineering and a Master of Business Administration from the University of the Philippines Diliman.

Edna C. Villa is stepping down after more than 40 years of service with the BSP, where she held various key positions including Chief of Staff to two BSP Governors, Alternate Executive Director at the International Monetary Fund, and head of the Payments and Currency Development Sub-Sector as well as the International Monetary Affairs and Surveillance Sub-Sector. BSP Governor Eli M. Remolona, Jr. expressed his welcome for Gasmen and gratitude for Villa’s decades of service, noting that Villa agreed to a brief extension of her tenure to facilitate a smooth transition of responsibilities.
