Kansai Electric invests in Philippine hydropower storage project

Japanese utility Kansai Electric Power Co. is betting on the Philippines’ clean energy transition, acquiring a stake in the 600-megawatt Wawa Pumped Storage Hydropower Project in Rizal as demand grows for technologies that can stabilize an increasingly renewable-powered grid.

Kansai Electric said it had signed definitive agreements to acquire a 14 percent equity interest in PMJVCo Holdings Inc., the Prime Infrastructure Capital Inc. subsidiary that controls Olympia Violago Water & Power Inc. (OVWPI), developer of the Wawa project.

The investment marks Kansai Electric’s first pumped-storage hydropower project outside Japan, underscoring growing foreign investor confidence in the Philippines’ renewable energy sector and the increasing importance of energy storage as solar and wind capacity expand.

Following the transaction, PMJVCo will remain 86 percent owned by Prime Hydropower Energy Inc., which is one-third owned by First Gen Corp. through FGEN Aqua Power Holdings Inc.

Once completed in 2030, the Wawa facility will have a maximum generating capacity of 600 MW and up to 6,000 megawatt-hours of daily energy storage, enabling it to store surplus electricity when demand is low and release power during peak consumption. That capability is expected to improve grid reliability while allowing more intermittent renewable energy sources to come online.

The Department of Energy has designated the project as an Energy Project of National Significance, reflecting its role in strengthening the country’s long-term energy security.

For Kansai Electric, the investment also expands its overseas generation portfolio to around 2,500 MW of attributable capacity, while giving the Japanese utility a strategic foothold in one of Southeast Asia’s fastest-growing power markets.

The deal highlights a broader shift in the region’s energy landscape. As countries accelerate the transition toward cleaner power, investment is increasingly flowing not only into renewable generation but also into storage infrastructure needed to make those resources reliable around the clock.

For the Philippines, where renewable energy development is gathering pace, projects such as Wawa are expected to play a critical role in balancing the grid and reducing dependence on fossil fuels without compromising electricity reliability.
