The Bangko Sentral ng Pilipinas (BSP) in 2025 cleared a key regulatory path for Apple Pay by classifying it as a technology service provider rather than an operator of payment systems. Because the platform processes payment credentials through contactless technology without directly handling, settling, or holding customer funds, the central bank confirmed it does not need to register as a payment system operator. Central bank officials noted that once this regulatory distinction was established, the decision on when to roll out the service rested entirely on the readiness of local financial institutions.
The Bank of the Philippine Islands has shown strong interest in bringing the service to its customers, viewing participation as an essential step for local lenders. BPI president and CEO Jose Teodoro Limcaoco expressed high confidence in the technology, noting that it would be crazy for any major bank not to participate. Limcaoco confirmed that local banks have been actively communicating with global payment providers to prepare their card portfolios for seamless integration.
Despite regulatory approval, the primary hurdle to launch remains technical infrastructure, specifically card tokenization – the security process replacing sensitive primary account numbers with encrypted device-specific digital identifiers. Local card issuers must upgrade their core systems to support tokenization, a crucial security feature that replaces sensitive card details with encrypted digital tokens for mobile transactions. Beyond individual technical readiness, Apple Pay requires bank wide support across multiple institutions before going live. It has been noted that payment platforms typically wait until a critical mass of card issuers and e-wallet providers compete technical integration. Global payment providers typically avoid launching with just a single partner bank, meaning Apple Pay is likely waiting for a broad coalition of local banks to complete their tokenization upgrades before officially opening the service in the Philippines.
