MPIC evaluates strategic terms for MRT-3 expansion PPP

Metro Pacific Investments Corp. is approaching the government’s proposed capacity expansion, operations, and maintenance public-private partnership for Metro Rail Transit Line 3 with measured financial caution. Chairman Manuel V. Pangilinan signaled that the infrastructure conglomerate will rigorously assess the economic terms and overall financial viability of the project before making any binding corporate commitments to enter the bidding process.

Pangilinan highlighted key fiduciary considerations, noting that the company’s board must weigh the prospect of taking on additional rail assets against existing operational challenges. Through Light Rail Manila Corp., MPIC already manages Light Rail Transit Line 1, an enterprise that has faced financial headwinds. Pangilinan emphasized that any decision to invest in a second rail line hinges entirely on whether the Department of Transportation establishes terms structured to ensure commercial sustainability and avoid duplicating ongoing operational losses.

The strategic assessment comes as the Philippine government seeks to deepen private-sector participation across its transport network. MRT-3 assets recently transitioned to complete state ownership following the July 15, 2025 expiration of the original build-lease-transfer agreement with Metro Rail Transit Corp., clearing the path for new private partnerships. While MPIC previously submitted an unsolicited proposal for the line’s operations, the upcoming solicitation faces international interest, including from 26 Japanese firms that participated in recent market-sounding activities in Tokyo.

A potential bid for MRT-3 would fit into MPIC’s broader footprint in Philippine public infrastructure, where the government is rolling out major rail public-private partnerships. Alongside MRT-3, the transport ministry is preparing bids for the 147-kilometer North-South Commuter Railway, the Metro Manila Subway Project, LRT Line 2, and the nationwide automated fare collection system. For MPIC, securing viable commercial terms remains the primary prerequisite before expanding its exposure within the nation’s capital transit network.
