The Bases Conversion and Development Authority (BCDA) is moving ahead with road and utility plans for the 160-hectare Bonifacio Capital District (BCD) in Taguig, seeking a consultant to prepare detailed engineering designs for the planned infrastructure.
BCDA has set an approved budget of P18 million for the consultancy, which will provide the technical plans and specifications needed before construction can begin.
The contract covers the detailed engineering design of the district’s road network and utilities and is expected to take 270 calendar days, or about nine months. The work is expected to extend into 2027.
BCD is being developed in southern Fort Bonifacio as a separate urban center from Bonifacio Global City, the older business and lifestyle district to its north.
The 160-hectare master-planned district is jointly managed by BCDA and Megaworld and brings together McKinley Hill and McKinley West with BCDA properties, including Philippine Navy Village, Bonifacio South Pointe, and the Consular property.
The district is envisioned to integrate business, residential, commercial, and government uses, with a stronger government and institutional component as BCDA develops its properties in the Bonifacio area.
The consultancy is expected to give BCDA a clearer technical roadmap for connecting these areas through new roads and utility systems, laying the groundwork for future infrastructure investments.
BCDA will hold a pre-eligibility conference on Aug. 25, while prospective consultants have until Sept. 8 at 9 a.m. to submit eligibility and short-listing documents.
Consultants will be evaluated based on relevant experience, which carries a 30 percent weight; qualifications of key personnel, 50 percent; and current workload relative to capacity, 20 percent. A minimum overall score of 70 percent is required.
For the succeeding selection, BCDA will use quality-cost based evaluation, with technical proposals accounting for 80 percent of the score and financial proposals for 20 percent.
The detailed engineering work marks an early but important step toward turning BCD’s long-term masterplan into physical infrastructure, positioning the district for its next phase of development.
