The Chamber of Real Estate and Builders’ Associations Inc. (CREBA) will bring developers, policymakers, and housing stakeholders together in Cebu City in October to push reforms aimed at speeding up housing production and making homeownership more affordable.
The 2026 CREBA National Convention, set for Oct. 21 to 23, comes as the property industry continues to grapple with financing constraints, land-use issues, regulatory requirements, and lengthy permitting processes.
The gathering will coincide with National Shelter Month and CREBA’s 53rd anniversary and will carry the theme “Beyond Shelter: Creating Communities, Transforming Lives.”
Developers, builders, brokers, financiers, professionals, and housing advocates are expected to attend the convention at the Citadines and Radisson Blu Hotel.
CREBA National President Noel “Toti” M. Cariño said the event would consolidate the group’s proposals for practical housing solutions, stronger public-private partnerships, and policies that can expand access to homeownership.
“The challenge is not simply to build more houses, but to create conditions that allow housing to be produced faster, more efficiently, and at prices Filipino families can afford,” Cariño said.
The group has engaged government agencies over the past year on balanced housing compliance, sustainable land use, affordable financing, and streamlined approval processes, all of which can affect how quickly and cheaply homes reach the market.
CREBA National Chairman Jerry M. Navarrete said housing should be treated as both an economic and social development priority.
He said policies should provide a fair environment for investors and developers while keeping homes within reach of ordinary Filipino families.
That balance will be central to the convention’s discussions as the industry seeks to address supply constraints without making housing even less affordable for buyers.
Founded in 1973, CREBA has long advocated housing legislation and regulatory reforms built around cooperation between government and business.
The convention committee is chaired by Jose R. Soberano III, CREBA national director and executive chairman of Cebu Landmasters Inc.
