The Department of Energy (DOE) announced 11 companies with 14 total projects qualified for the special Green Energy Auction (GEA) round for waste-to-energy (WTE) facilities. Eligible bidders with one project each are Green Atom Renewable Energy Corp., LECRA Eco Sustain Philippines Inc., Manila Integrated Environment Corp., MetPower Venture Partners Holdings Inc., Prime Integrated Waste Solutions Inc., Forza Development Corp., North Maharlika Energy Corp., and the City Government of Davao. San Mateo Sanitary Landfill and Development Corp., International Solid Waste Integrated Management Specialist Inc., and Pan Pacific Renewable Power Phils. Corp. each submitted two qualified projects.
Developers compete for fixed incentive rates by bidding at or below regulatory reserve prices; incentives are funded through consumer electricity bills and tied to strict completion targets. The 400-megawatt program runs from September 2028 to March 2029, with pre-bid set September 15, auction October 13, and awards due December 16–18. Metro Manila’s daily 9,000-ton waste stream could support 200 MW capacity, while WTE complements—not replaces—waste reduction and recycling. All facilities must meet environmental standards; current national WTE capacity stands at just 7 MW.
