A Taiwanese manufacturing company is committing up to USD1.5 billion to build a major facility in New Clark City, bringing a potentially large export and jobs boost to the Philippines’ industrial sector.
The company will initially invest USD1 billion to USD1.5 billion at the Filinvest Innovation Park, with annual exports projected at USD1 billion to USD1.2 billion, Bases Conversion and Development Authority (BCDA) President and CEO Joshua Bingcang said. The investor, whose name was not disclosed, has secured a 99-year lease and plans to start construction in October, targeting completion by December 2027.
The project is being developed with the Filinvest Group, which co-owns the industrial park. The investor is also considering setting aside another 68 hectares for future expansion, potentially increasing the project’s scale.
The investment comes with a technology-transfer component. The company plans to recruit Filipino mechanical and industrial engineers and send them to Taiwan for training before bringing them back to help install machinery, establish production lines and develop operating systems.
Those engineers are also expected to train other Filipino workers, creating a pipeline of technical skills alongside the new manufacturing capacity.
For the Philippines, the project could strengthen manufacturing exports while attracting higher-value industrial activity and creating skilled employment. Its projected export contribution would also add to efforts to position New Clark City as a regional manufacturing and logistics hub.
BCDA is separately in talks with two other companies in related manufacturing industries, suggesting the Taiwanese investment could be part of a broader pipeline of industrial projects.
With construction targeted to begin within months, the project puts foreign investment, exports and technology transfer at the center of New Clark City’s next phase of industrial development.
