SSS names Limlingan to First Philippine Holdings board

The Social Security Commission has designated Commissioner Victor Alfonso A. Limlingan as its nominee to the board of First Philippine Holdings Corp., replacing Commissioner Diana Pardo-Aguilar following changes in the SSC’s board seat assignments.

The SSC advised FPH of Limlingan’s nomination on Thursday, with his election to the FPH board to be taken up at the company’s next board meeting.

Limlingan represents the employers’ group on the SSC, the governing body of the Social Security System. He was appointed to the commission on Nov. 19, 2024, and took his oath six days later.

His nomination gives the SSS another representative at the board level of FPH, a major Philippine conglomerate with interests spanning energy, infrastructure, real estate, healthcare, and other businesses.

As an SSC member, Limlingan helps set policy and direction for the SSS, oversee management actions, and safeguard the pension fund’s sustainability. His responsibilities include approving policies covering contributions, investments, and benefit disbursements, while monitoring the system’s operations and governance.

He also performs quasi-judicial functions involving disputes over SSS coverage, benefits, contributions, and penalties.

Limlingan was designated chairman of the SSC’s Risk Management and Actuary Committee in January 2025. He also sits on the SSS Investment, Contribution and Collection, and Corporate Governance committees.

His background in risk management and investments is particularly relevant as the SSS oversees one of the country’s largest pools of institutional funds.

The appointment comes as the FPH continues to manage a broad portfolio of operating businesses and investments.

The nomination is subject to election by the FPH board. Until then, Limlingan remains the SSC’s nominee rather than a sitting FPH director.

The move illustrates how changes in the SSC’s own board assignments can ripple into the corporate boards where the pension fund has representation, making governance changes at the commission consequential well beyond the SSS itself.
