Global Dominion CEO Cariño earns Asia executive recognition

Samuel Z. Cariño, president and chief executive officer of Global Dominion Financing Inc., has been named “Asia’s Most Inspiring Executive,” highlighting his career progression and the financing company’s efforts to widen credit access for Filipino entrepreneurs.

The recognition comes as Global Dominion reports more than P16 billion in active loans across over 170 branches nationwide as of mid-2026. With nearly 2,000 employees, the company is also targeting monthly loan disbursements of more than P1.2 billion, reflecting its continued push to expand lending operations.

Cariño’s appointment follows a career that began at the company as an account officer. He later became Global Dominion’s first branch manager in Baguio City before advancing to senior leadership roles, including general manager and deputy chief operating officer. He subsequently led another financing institution before returning to Global Dominion earlier this year as president and CEO.

His experience across frontline operations and executive management, he said, has shaped his understanding of borrowers and the lending business.

“I’ve worked in one small branch, and I’ve sat at the center of an organization with thousands of employees. I understand our customers and this business from the ground up, and that’s what I’m proudest of,” Cariño said.

Global Dominion Chairman Ruben Y. Lugtu II said Cariño’s leadership places emphasis on responsible lending and the longer-term benefits of credit for borrowers, beyond meeting disbursement targets.

“More than just being able to hit loan disbursement targets, he wants to make sure our loans become instruments to our customers’ growth and success,” Lugtu said.

The company’s lending portfolio serves micro, small and medium enterprises (MSMEs), as well as customers seeking financing for vehicle purchases, education, home improvements and other personal needs.

For small businesses, access to financing can help fund working capital, equipment purchases and expansion, although borrowers must also manage repayment obligations and borrowing costs.

Global Dominion said it would continue pursuing financial inclusion by widening access to credit and supporting entrepreneurship. Its expansion targets and lending approach place responsible credit delivery at the center of its stated growth strategy, as it seeks to serve more Filipino households and businesses.
