Malampaya Phase 4 receives EPNS certification

Prime Energy Resources Development B.V. has secured an Energy Project of National Significance (EPNS) certification from the Department of Energy (DOE) for Phase 4 of the Malampaya deep water gas-to-power project.

The certification will expedite regulatory approvals, bolstering the country’s energy security efforts.

“We are honored to receive the EPNS certification from the DOE. This milestone reaffirms Malampaya’s importance in securing the Philippines’ energy future,” said Donna Kuizon Cruz, president and CEO of Prime Energy. “As we advance with Phase 4, our focus remains on ensuring sustainable and reliable energy for millions of Filipinos.”

Phase 4 entails drilling the Camago and Malampaya East production wells as well as the Bagong Pag-asa exploration well. The project helps to reduce the country’s dependence on imported fuels. Cruz emphasized that accelerating this phase is vital for preventing potential power shortages in the future.

She also underscored the role of indigenous natural gas as the cleanest and most climate-resilient fossil fuel, crucial for transitioning to a low-carbon economy.

The Malampaya project operates under Service Contract No. 38, with consortium partners UC38 LLC, PNOC Exploration Corp., and Prime Oil and Gas Inc. Since its inception, Malampaya has contributed over USD13.8 billion to the Philippine government, providing up to 40 percent of Luzon’s energy demand at its peak and currently supplying about 20 percent.
