Terra Solar Philippines, Inc. has officially signed an engineering, procurement, and construction (EPC) contract with China Energy Engineering Group Co. Ltd. for the development of what will become the world’s largest contiguous solar and battery power plant.
Financial details of the deal weren’t disclosed. Terra Solar, a unit of Meralco PowerGen Corp., expects the entire project to cost USD4 billion. It will have a capacity of 3,500 megawatts.
Energy China, a global powerhouse in energy and infrastructure, operates in over 140 countries and is consistently ranked among the Fortune Global 500. The company is renowned for its major engineering feats, including the Three Gorges Dam and the West-East Power Transmission Project, and for its pioneering energy technologies like advanced energy storage systems and ultra-high voltage technologies.
Under the terms of the EPC agreement, Energy China will oversee all aspects of the Terra Solar project, including procurement, design, engineering, permitting, and logistics. The company will ensure a seamless, turnkey delivery of all key components and will be responsible for testing, manufacturing, and on-site implementation. In addition, Energy China will provide comprehensive warranty coverage and establish a robust operational and maintenance plan to ensure the project’s long-term reliability.
A key element of the project will be the integration of a battery energy storage system, which will enhance grid stability and storage capabilities. Energy China will also develop specialized training programs for local teams and work closely with stakeholders to integrate the system into the national grid.

Jordan, president of Terra Solar, emphasized the importance of selecting Energy China as a partner, citing the company’s proven track record in delivering complex renewable energy projects globally. This partnership, he added, is a pivotal step in accelerating the Philippines’ energy transition toward a more sustainable future.
