Vikingland Corp., a subsidiary of Cebu-based Top Line Business Development Corp., celebrated the topping-off of its flagship Bay Mall in Liloan, Cebu, marking a significant step in the municipality’s growth. The three-story mixed-use development, which broke ground in 2022, is slated for completion in 2025.
Located in Liloan’s town center near the coastline, the mall will feature Robinsons Supermarket as its anchor tenant, along with food stations, wellness centers, clothing stores, and financial services across its first two floors. The third floor will host the municipality’s first Information Technology-Business Process Outsourcing (IT-BPO) hub, a move set to boost local employment and commercial development in the region.
Top Line president and CEO Eugene Erik Lim emphasized the project’s game-changing potential for Northern Cebu, offering locals a chance to work in BPO industries without commuting to Cebu City. The project is part of a public-private partnership with Liloan’s local government, which has been instrumental in fostering an environment conducive to investment and development.
Liloan mayor Aljew Fernando Frasco noted that the mall will provide both jobs and recreational opportunities, helping to improve the quality of life for local residents. Meanwhile, Department of Tourism secretary Christina Garcia Frasco praised the partnership, calling the Bay Mall a testament to the power of collaboration between public and private sectors.
Top Line also plans to connect Bay Mall with its Pier 88 smart port development via a free shuttle service, reinforcing its vision of transforming Liloan into a key logistics and economic hub in Cebu.
With the rapid expansion of residential subdivisions and businesses, Liloan is fast becoming a vibrant center for commerce, positioning the Bay Mall as a cornerstone of the municipality’s future.
