    MAPALLA Ferry System Project set for green light, promises efficient water-based transit for Metro Manila

    The Department of Transportation (DOTr) has announced that the Manila Bay-Pasig River-Laguna Lake (MAPALLA) Ferry System Project is expected to receive approval soon, with its feasibility study slated for completion by mid-2025.

    Transportation undersecretary for planning and project development Timothy John Batan confirmed on Wednesday that the study will wrap up in the first half of this year, with project approval anticipated by mid-2025. The MAPALLA Ferry System aims to offer a modern, efficient water-based transport network by utilizing the existing rivers of Pasig, Marikina, and Laguna Bay.

    “We’re making the most of what’s already there. The rivers and bays are natural assets—we just need to put in a high-capacity ferry system,” Batan explained during an appearance on the DOTr’s Sakay Na! radio program on Radyo Pilipinas.

    The first phase of the project will cover a 30-kilometer stretch across Marikina and Pasig rivers, connecting at least 32 ferry stations. The fleet will consist of 40 electric ferries, each capable of carrying 100 to 150 passengers per trip.

    Drawing inspiration from successful systems like Bangkok’s Chao Phraya River Ferry and New York City’s Ferry System, the MAPALLA project will provide an eco-friendly and high-frequency commuter service. With an eye on reducing congestion and carbon emissions, the ferry network will integrate with other local transit systems and active mobility networks, offering seamless intermodal transfers for commuters.

    Once fully operational, the MAPALLA system will connect Metro Manila, Cavite, and Laguna, offering commuters a sustainable and efficient alternative to road-based travel. This initiative is seen as a significant step toward improving the capital’s public transport options while promoting environmental sustainability.
