Subic Water and Sewerage Company, Inc. and the Subic Bay Metropolitan Authority (SBMA) have signed an agreement that extends Subic Water’s franchise by another 20 years, ensuring the continued delivery and expansion of vital water and wastewater services in the freeport until 31 March 2047.
The agreement, formalized on 20 March 2025, marks a renewed commitment to environmental stewardship and infrastructure development in the Subic Bay Freeport Zone and Olongapo City. Subic Water chairman Apollo C. Tiglao welcomed the extension. “We thank SBMA for trusting us to continue serving the community. This extension helps us move closer to our goal of 100 percent wastewater service coverage in our areas,” he said.
As a condition of the franchise extension, Subic Water will scale up sewerage and sanitation services, particularly in underserved and rapidly growing communities. A key provision of the deal is the rollout of sewerage services to Olongapo City, leveraging existing infrastructure within the Freeport—signaling stronger collaboration between Subicwater, SBMA, and the city government.
Subic Water will invest in new infrastructure and operational upgrades aligned with sustainable development goals and environmental protection standards.
Established in 1997, Subic Water was the first in Southeast Asia to implement a public-private partnership model in the water sector under a build-operate-transfer scheme. It currently delivers 24/7 water supply to over 50,000 customers.
Subic Water reported a record net income of P291.4 million in 2024, a significant jump from P26.4 million in 2023, driven by operational efficiencies and service expansion. The company is jointly owned by DMCI Holdings, IV3 Aqua Holdings, SBMA, Maynilad Water Services, and the City Government of Olongapo.
