The Mines and Geosciences Bureau (MGB) has temporarily suspended the mining exploration permit of Woggle Corp. for a proposed gold and copper project in Dupax Del Norte, Nueva Vizcaya, amid strong public opposition in the area.
In a letter dated February 5, 2026 and addressed to Senator Erwin Tulfo, the MGB said the suspension was based on “force majeure,” citing ongoing community protests that have blocked access to the exploration site. The senator’s office received the letter earlier this week.
According to the MGB, residents have set up barricades and blockades along roads leading to the exploration area, raising concerns over public safety, peace, and order. Despite efforts by government authorities, the situation has not improved and continues to prevent safe and lawful access to the site.
The letter signed by MGB assistant secretary and officer-in-charge Michael Cabalda, explained that under the Philippine Mining Act of 1995 and existing DENR rules, force majeure covers events beyond the control of a permit holder, including civil disturbances, blockades, and disputes with landowners. The MGB said the situation in parts of Dupax Del Norte meets this definition, justifying the temporary suspension of the permit.
Woggle Corp. was granted the exploration permit last year, allowing it to explore around 3,100 hectares for possible gold and copper deposits. The company is owned by British-based Metals Exploration PLC.
The project has faced strong resistance from local communities, who have raised concerns about potential environmental damage. Last year, a regional trial court also issued a temporary restraining order preventing police from forcibly dismantling barricades set up by groups opposing the mining activities.
The suspension highlights how community opposition and safety concerns can halt mining projects, even after permits are granted. It also underscores the role of government agencies in balancing resource development with environmental protection, public order, and the rights of local communities.
