Housing compliance deadline extended until November

The Department of Human Settlements and Urban Development (DHSUD) has granted private developers more time to meet their socialized housing obligations, extending the compliance deadline to Nov. 30, 2026, as global economic pressures ripple into the Philippine property sector.

DHSUD Secretary Jose Ramon Aliling said in a statement issued Friday that the extension gives developers eight additional months from the original March 31 deadline to comply with requirements under the Balanced Housing Development Program.

The move follows requests from two major industry groups—the Subdivision and Housing Developers Association (SHDA) and the Organization of Socialized and Economic Housing Developers of the Philippines (OSHDP)—which warned that higher construction and financing costs have strained developers’ capacity to deliver projects on schedule.

Officials partly attribute the pressure to energy price spikes linked to the prolonged conflict in the Middle East, which has pushed up petroleum costs and, by extension, construction materials and logistics expenses.

“Alinsunod sa direktiba ng Pangulong Ferdinand Marcos Jr., binabalanse ng DHSUD ang pagpapatupad ng mga alituntunin para tugunan ang concerns ng mga developers at proteksyunan ang mga homebuyers,” Aliling said, noting that the extension aims to stabilize the sector while safeguarding buyers.

Under Memorandum Circular No. 2026-005 dated March 12, DHSUD also prolonged the suspension of ancillary administrative sanctions tied to non-compliance with socialized housing requirements until Nov. 30.

The department said the relief measure is meant to maintain momentum for the government’s flagship housing drive, the Expanded Pambansang Pabahay para sa Pilipino Program, which aims to accelerate the construction of affordable homes nationwide.

For developers, the extension offers breathing room amid rising costs. For the government, it is a delicate balancing act—easing industry pressure without slowing the pace of affordable housing delivery for millions of Filipinos.
