Top Line steps up Visayas fuel hub expansion

Listed fuel distributor and retailer Top Line Business Development Corp. (TOP) is ramping up its expansion in the Visayas with plans to develop a major fuel logistics and storage hub in Cebu, a move seen to strengthen its supply chain and position the company for long-term growth in the regional energy market.

TOP, through subsidiary Topline Logistics and Development Corp., signed a sublease agreement with the Lu Do & LuYm Group for an approximately 30-million-liter fuel depot facility in Cebu. 

The project forms the first phase of the planned Top Line Energy Complex, which the company envisions as a strategic logistics and distribution hub for its fuel operations.

The initial phase will involve the refurbishment and optimization of the depot facility, with completion targeted by the fourth quarter of 2026. 

Once operational, the project is expected to expand TOP’s existing 10-million-liter storage capacity by about 300 percent, significantly boosting the company’s ability to support its growing network of Light Fuels stations and commercial clients.

The planned expansion comes at a crucial time as fuel players seek to improve storage and distribution capabilities amid rising energy demand and supply chain vulnerabilities in the Visayas.

“We are entering our next phase of growth, and the Top Line Energy Complex is a cornerstone for our continued expansion,” said TOP Chairman, President and Chief Executive Officer Eugene Erik Lim.

Douglas Luym, chairman of the Lu Do & LuYm Group, said the partnership could help strengthen fuel supply reliability in Cebu and neighboring provinces.

TOP said discussions are underway for future phases that could substantially increase the facility’s storage capacity depending on market demand, potentially transforming the complex into a key regional fuel distribution hub.
