Samar LGUs inspire others in solar rooftop initiatives

The Institute for Climate and Sustainable Cities (ICSC) has partnered with the local government units of Guiuan and Paranas towns in Samar in solar rooftop projects generating a total 108.84 kilowatts (kW). The ICSC signed agreements with Guiuan mayor Annaliza Gonzales-Kwan and Paranas mayor Eunice Babalcon in ceremonies marking significant steps towards renewable energy adoption at the municipal level.

The initiatives aim to enhance energy independence and self-sufficiency for LGUs facing frequent power interruptions. The projects are seen completed by the end of the year, expected to lower long-term energy costs and contribute to lower greenhouse gas emissions to the atmosphere.

The LGUs will operate and maintain the solar facilities and are required to apply for net metering to sell surplus electricity back to the grid. Additionally, the LGUs must create a roadmap for further rooftop solar installations and pass municipal renewable energy ordinances.

Guiuan’s project will use bifacial solar panels with a peak capacity of 60 kW while Paranas will install panels generating 48.84 kW. The LGU executives expressed optimism that these efforts further inspire renewable energy initiatives in their communities, particularly in boosting resilience against natural disasters.

ICSC, a Manila-based climate and energy policy group, provides technical support and promotes renewable energy education in collaboration with local institutions.
