    DOTr orders airlines to ensure proper passport checks, protect passenger rights

    The Department of Transportation (DOTr) has directed all domestic and international airlines operating in the Philippines to exercise greater responsibility in passport checks, emphasizing that the authority to inspect travel documents must not be abused.

    The directive, issued through the Civil Aviation Authority of the Philippines (CAAP) and the Civil Aeronautics Board (CAB), comes in response to a viral social media post involving a passenger who was reportedly denied boarding due to a minor tear in his passport.

    While airlines are required to verify the integrity of travel documents, the DOTr underscored that such duties must align with existing protocols. This includes proper coordination with the immigration authorities of the passenger’s destination country, particularly in cases involving suspected passport damage or tampering.

    In light of the recent incident, the DOTr confirmed it is investigating and has contacted Indonesian immigration authorities in Bali to verify whether they issued guidance that would have justified the denial of boarding.

    The DOTr also tasked CAAP and CAB with probing broader allegations of passport tampering schemes in Philippine airports, assuring the public that such practices—if proven—will be dealt with firmly.

    To avoid travel disruptions, passengers are reminded to keep their passports in good condition. For concerns about wear or damage, travelers are advised to consult the Department of Foreign Affairs or airport authorities prior to travel.

    The move aims to protect travelers from undue inconvenience while ensuring compliance with international travel standards.
