Manila Electric Co. (Meralco) is preparing to launch competitive selection processes (CSPs) for 2,951.426 megawatts (MW) of electricity supply, opening a significant commercial opportunity for power generators looking to secure long-term contracts in the Philippines’ largest power distribution market.
The CSPs, part of Meralco’s DOE-approved power supply procurement plan, are scheduled to begin ahead of January 2026. Under government-mandated CSP rules, Meralco can only finalize power supply agreements after receiving at least two qualified bids per contract, ensuring transparency and competition.
The procurement includes a series of high-value contracts, led by a 900 MW baseload requirement from 2030 to 2045, followed by several others ranging from 150 MW to 600 MW in both baseload and mid-merit categories, including renewable energy. These long-term supply needs span delivery periods extending to 2052.
Given Meralco’s scale—serving 8.1 million customers across 39 cities and 72 municipalities, and accounting for half of the country’s total electricity demand—successful participation in these CSPs is expected to be commercially significant. According to the Department of Energy, Meralco’s demand represents 70 percent of Luzon’s power needs.
The upcoming bidding rounds are set to attract strong interest from local and international generation firms eager to establish or expand their footprint in one of Southeast Asia’s most important energy markets.
