RELX expands Philippine network, betting on skilled talent

Global information and analytics firm RELX is accelerating its expansion in the Philippines through a hub-and-spoke model anchored on talent development, reinforcing the country’s growing role in its global operations.

“We outgrew our business plan by 15 times over a 15-year period,” said Mark Lwin on the sidelines of the company’s 15th anniversary on Tuesday, highlighting the firm’s rapid growth trajectory.

Lwin said the Philippines has evolved from a traditional support base into a strategic capability center serving global markets. 

What began as a single site in Quezon City has expanded into a multi-location network, with primary hubs supported by satellite offices in emerging cities to widen access to talent.

RELX now employs around 6,000 professionals in the country, spanning legal, healthcare, aviation, and financial services sectors, supporting clients across North America, Europe, and Asia-Pacific. The hub-and-spoke approach allows the company to scale operations efficiently while maintaining flexibility under hybrid work arrangements.

“This is the hub, and they will be spokes that will all work in concert together,” Lwin said, adding that further geographic expansion is planned.

Central to this strategy is the depth of Filipino talent. Lwin described the Philippines as a “strategic advantage,” citing strong domain expertise and the ability of local professionals to serve as global advisors in data-driven industries.

As artificial intelligence reshapes workflows, RELX is intensifying its focus on upskilling. Lwin said AI will transform rather than replace jobs, emphasizing the growing importance of combining technical capabilities with industry knowledge.

“It’s the fusion of domain knowledge and development skills that will define the roles of the future,” he said.

With sustained investments in workforce development and digital capabilities, RELX aims to further elevate the Philippines as a global engine for innovation and decision intelligence.
