The Department of Environment and Natural Resources – Environmental Management Bureau Region 7 (DENR-EMB 7) announced today that it has partially lifted the cease and desist order (CDO) on Prime Integrated Waste Management Inc. for its Binaliw Sanitary Landfill Project. The decision comes after the company fulfilled key remediation and operational commitments.
John Edward Ang, Regional Director of EMB 7, explained that the move balanced environmental protection with the city’s urgent need for a functional waste disposal facility. “Cebu requires a working waste management system, and our decision follows a thorough review of the company’s compliance measures,” he stated.
The partial lifting is conditional, meaning the company must continue meeting Environmental Compliance Certificate (ECC) requirements to avoid incidents like the previous trash slide. Ongoing rehabilitation and stabilization work will also be prioritized.
In March 2026, EMB 7 amended the project’s ECC to approve new safety features, including additional landfill cells to strengthen the facility. Local officials have also supported these changes, with the Cebu Local Government and the Sanggunian Bayan backing the proposed modifications and rehabilitation strategies.
The DENR will continue monitoring the facility’s operations and ensure that stabilization efforts and waste management are up to standard. Director Ang reassured the public that strict oversight would continue, with regular inspections and multi-sectoral involvement to maintain environmental safety and compliance.
