San Jose del Monte seizes control of PrimeWater operations

The San Jose del Monte city government has assumed control of water supply operations formerly managed by PrimeWater Infrastructure Corp., responding to a deepening distribution crisis that has left thousands of households without reliable access.

Under City Ordinance No. 2026-03-012, Mayor Florida Robes is authorized to take over the water district and PrimeWater facilities, while initiating due diligence to appoint an interim operator.

“We are all victims of this crisis. The lack of water is not just an inconvenience but a threat to public health, safety, education, and daily life. Full cooperation is necessary,” Robes said.

City officials said the takeover aims to restore stable and adequate water service to all households within a year, alongside reforms to improve transparency in billing, complaint handling, and distribution.

The move follows last year’s termination notice on the joint venture agreement and the city’s decision not to renew PrimeWater’s business permit this year, citing persistent service failures.

“Our position is clear: we will not allow blame for a problem we did not create to be unfairly placed on the local government. The joint venture did not originate from the city. We now have clear authority to act,” Robes added.

The local government emphasized that the intervention is grounded in its mandate under the Local Government Code of 1991, which empowers LGUs to ensure basic service delivery and protect public welfare while arranging interim technical management of water systems.
