The Philippines and Vietnam signed 19 agreements spanning defense, trade, tourism, technology, education, and energy on Monday, translating their newly elevated Enhanced Strategic Partnership into a broad slate of government and business initiatives.
The deals—comprising four government-to-government agreements and 15 private-sector partnerships—were presented to President Ferdinand R. Marcos Jr. following bilateral talks with Vietnamese leader To Lam at Malacañang.
The government agreements cover defense cooperation, tourism development, digital transformation, and academic collaboration, signaling a widening relationship that now extends well beyond traditional trade and diplomatic ties.
Among the key pacts were a defense cooperation agreement between the two countries’ defense ministries, a tourism cooperation program for 2026–2029, an information and communications technology partnership, and an academic exchange agreement involving the University of the Philippines and Vietnam’s Ho Chi Minh National Academy of Politics.
Private-sector agreements reflected growing commercial interest between the two economies. In energy, Petron Corporation signed a cooperation deal with PetroVietnam Gas, while tourism-related partnerships brought together Vietnam Airlines, Philippine Airlines, Trip.com, and tourism stakeholders to boost travel flows.
Other agreements covered chemicals, agriculture, cybersecurity, healthcare, hospitality, innovation, and construction. The Vietnam Chamber of Commerce and Industry and Philippine Chamber of Commerce and Industry also signed an accord aimed at expanding trade promotion and business collaboration.
The flurry of agreements underscores how Manila and Hanoi are moving to deepen economic integration and strategic cooperation as they mark 50 years of diplomatic relations and seek a larger role in shaping ASEAN’s future.
