As part of President Ferdinand Marcos Jr.’s state visit to Japan, top officials from both countries signed an agreement providing about JPY 356 million (roughly P134 million) in grant aid for Filipino public servants to pursue advanced studies in Japan. Ambassador Endo Kazuya and Department of Foreign Affairs Secretary Ma. Theresa P. Lazaro formalized the deal through an Exchange of Notes for the Human Resource Development Scholarship (JDS) project.
This funding will cover master’s and doctoral degree programs for 19 young government officers, who will enroll in leading Japanese universities for the 2027–2028 academic year. The initiative is a core part of Japan’s long-running support for the Philippines’ efforts to build a more skilled and capable public sector. Its main goal is to deepen the technical and professional expertise of Filipino officials, so they can better contribute to national growth, policy improvement, and public service delivery.
Since it began in 2002, the JDS program has already supported 479 Filipino scholars, creating a strong network of professionals trained with international standards who now serve in various government agencies. This latest grant reinforces the longstanding cooperation between the two nations, now elevated to a Comprehensive Strategic Partnership, and highlights Japan’s commitment to helping strengthen the Philippines’ human capital—a key foundation for sustainable development and regional stability.
