ERC greenlights P1.38 billion transmission facilities for Laguna Lake floating solar project

Renergy firm NKS Solar One Inc. has received official approval from the Energy Regulatory Commission (ERC) to develop and own dedicated transmission infrastructure worth P1.38 billion, which will connect its 250-megawatt floating solar power project on Laguna Lake to the main Luzon power grid. The decision was issued on July 16, 2026, and released to the public only recently. Under the approved plan, the limited point-to-point transmission facilities will link directly to the 230-kilovolt Lumban substation managed by the National Grid Corporation of the Philippines (NGCP). The commission however turned down the company’s separate request to operate and maintain the new facilities, saying that such responsibilities fall under the mandate of the NGCP, which will provide the services subject to applicable fees charged to NKS Solar One. The project will be built in two separate phases: the first will cover the 162-megawatt Caliraya floating solar facility, while the second will deliver the 88-megawatt Lumot installation. Regulators emphasized that the project must be completed on schedule, as both components were awarded eligibility for incentives under the national government’s Green Energy Auction program. The ERC also clarified that the dedicated transmission lines are intended exclusively to serve this specific generating facility, and that all construction work must strictly comply with technical requirements outlined in NGCP’s completed system impact study and facilities study before the project can begin commercial operations. For context, NGCP is the private entity tasked with operating, maintaining, and developing the Philippines’ state-owned power transmission network, while the ERC functions as an independent quasi-judicial agency responsible for reviewing power sector applications, resolving related disputes, and setting policies that directly affect electricity rates for consumers across the country.
