The Bases Conversion and Development Authority (BCDA) is pushing ahead with updated masterplans for Bonifacio Global City (BGC) and Camp John Hay, with key decisions on both estates expected before the end of the year.
BCDA president and CEO Joshua Bingcang said the Camp John Hay masterplan has been completed, clearing the way for the agency to publish the bidding for its management team in October.
BCDA expects to appoint the management team within the year, with the group tasked with overseeing the estate, including the long-term management of its golf course and hotels.
The move is aimed at giving Camp John Hay a clearer development direction while balancing commercial activity with environmental protection, public amenities, and the preservation of its pine forests and heritage character.
In BGC, the updated masterplan remains under development with SGV and is targeted for completion by December.
The review is placing greater weight on mobility and open spaces as the business district continues to mature and faces growing pressure from traffic, pedestrians, and demand for public spaces.
“More on mobility, open spaces,” Bingcang said, outlining the focus of the BGC review.
The updated plan is expected to improve pedestrian networks, public transport connectivity, and links among open spaces, residential communities, and business districts.
For BCDA, the exercise goes beyond adding new infrastructure. It seeks to shape how two of the agency’s most established estates evolve as economic centers while remaining livable for residents, workers, and visitors.
BGC has grown into one of the country’s leading business and mixed-use districts, while Camp John Hay remains a major tourism and leisure estate in Baguio.
The updated masterplans are expected to provide both estates with a longer-term framework for growth, with BCDA seeking to make mobility, open spaces, estate management, and sustainability central to their next stage of development.
