Philippines to unlock financing, markets for ASEAN MSMEs

The Philippines will launch five regional initiatives to expand financing, market access, mentorship, and digital support for micro, small, and medium enterprises (MSMEs) as it hosts the ASEAN MSME Summit on Sept. 21 in Pasay City.

The initiatives form part of the Philippine chairship’s push to make regional economic integration more accessible to smaller businesses, which often face greater barriers to capital, technology, and cross-border markets.

The Department of Trade and Industry (DTI) expects about 400 trade officials, business leaders, and entrepreneurs from across Southeast Asia to attend the summit.

Under the theme “Navigating the Future Together: Building Future-ready ASEAN MSMEs,” the meeting will focus on expanding access to capital, markets, and mentorship through public-private partnerships, strengthening social enterprises that contribute to poverty reduction, and equipping entrepreneurs with practical digital tools and training.

Trade Secretary Cristina Roque, chair of the ASEAN Economic Ministers this year, will lead Philippine discussions on helping local enterprises reach international markets.

The five initiatives include the ASEAN Center of Excellence for MSMEs, which will provide business training, and the ASEAN Mentorship for Entrepreneurs Network 2.0, a digital hub linking business owners with mentors and investors.

The other programs cover sustainability, financing, and cross-border e-commerce. Sustainability training will be developed with the Global Reporting Initiative, while the Economic Research Institute for ASEAN and East Asia will produce an MSME financing report. The International Trade Centre will provide a guide to help small businesses sell online across borders.

The summit’s outcomes will feed into ASEAN economic frameworks through 2030, putting MSME financing, market access, digital readiness, and job creation into the broader regional integration agenda.

The Philippine chairship is betting that for MSMEs, ASEAN integration should mean more than easier trade on paper. It should make it easier to find capital, customers, mentors, and markets.
