Starlink seeks NTC nod for two data transmission roles under Konektadong Pinoy rules

Starlink Internet Services Philippines Inc. has filed applications with the National Telecommunications Commission (NTC) to operate in two key data transmission segments: Core/Backbone Network Provider and International Gateway Facility Provider.

Formal submissions are made under Section 9(b) of NTC Memorandum Circular No. 002-02-2026, aligning with Republic Act No. 12234 or the Konektadong Pinoy Act—the new legal framework expanding and regulating Philippine data transmission services.

Eligibility requires proven technical and financial capacity to deliver secure, reliable service and build/maintain infrastructure. Minimum asset thresholds apply: ₱100 million for core/backbone; ₱1 billion for international gateway; ₱10 million for middle-mile; ₱500,000 for last-mile. A maximum 70% debt-to-asset ratio applies across all categories.

NTC will assess Starlink’s qualification as a Data Transmission Industry Participant and approve only if all criteria are satisfied.
