Brazil’s move to ban fixed-odds betting and online gaming has thrown a spanner into the international expansion of DigiPlus Interactive Corp. The Latin American country was supposed to be the beachhead of DigiPlus’ overseas move.
Brazilian President Luiz Inácio Lula da Silva issued a provisional measure prohibiting the operation, offering, intermediation, and advertising of fixed-odds betting and online gaming activities. The measure took effect immediately but still requires congressional approval within the constitutionally prescribed period, which can extend to 120 days.
DigiPlus’ GamePlus brand soft-launched in Brazil in September 2025 but was paused weeks later as the company reworked the platform. Brazil was meant to become its first international market, ahead of South Africa, where DigiPlus secured three gaming licenses in April 2026 and gained a route into an estimated USD4.9-billion online gambling market.
“The Company is currently assessing the development and its potential implications,” DigiPlus told the Philippine Stock Exchange. “Based on the Company’s assessment as of this date, the Provisional Measure is not expected to have a material impact on the Company’s financial condition or results of operations.”
The company did not provide details on the value of its Brazilian investment or the extent of its current exposure, leaving the potential business impact less clear even as it played down the immediate financial risk.
The measure nevertheless introduces a fresh regulatory hurdle for DigiPlus as it builds an overseas growth strategy around markets where gaming rules remain subject to change.
For now, the company is watching the congressional process and its implications for GamePlus, rather than treating the Brazilian development as a material earnings event.
The bigger question is whether Brazil remains a viable launchpad for DigiPlus’ international ambitions. With South Africa already in the pipeline, the company has another overseas route, but Brazil’s sudden regulatory detour is a reminder that gaming expansion comes with a second bet beyond the players themselves: the rules staying in place.
