Limlingan takes SSS helm, eyes loans, investment returns

President Ferdinand Marcos Jr. has appointed finance and investment veteran Victor Alfonso Limlingan as president and chief executive officer of the Social Security System (SSS), effective October 16, 2026, placing loan expansion and pension fund investment performance at the center of his incoming agenda.

Limlingan succeeds Robert Joseph Montes de Claro, who recently moved to the Department of Information and Communications Technology as secretary.

His priorities include expanding and enhancing member loan programs, improving risk-adjusted returns on the state pension fund’s investment portfolio, and relaunching the Pension Booster Program. The agenda puts both member-facing services and investment management in focus as the SSS seeks to balance benefit delivery with the long-term financial demands of social security.

Limlingan brings experience in investment management, financial risk oversight and public-sector finance, along with prior involvement in SSS policy and governance. Appointed in November 2024 as the employers’ sector representative to the Social Security Commission (SSC), the pension fund’s governing body, he chaired its Risk Management and Actuary Committee and served on committees overseeing investments, contributions and collections, and corporate governance.

He is managing director of Regina Capital Development Corp. and previously served on the board of the Development Bank of the Philippines, where he chaired the Risk Oversight Committee. His earlier public-sector experience includes serving as senior vice president of Small Business Corp., handling financial recovery initiatives for small enterprises and treasury investment optimization.

He also provided consultancy services to the National Economic and Development Authority and the former Housing and Urban Development Coordinating Council.

Limlingan holds an MBA from Northwestern University’s Kellogg School of Management, is a Chartered Financial Analyst and earned his bachelor’s degree from Ateneo de Manila University.

His tenure will put a spotlight on how the SSS translates its stated priorities into stronger member services and sustainable investment performance. The practical test will be whether expanded lending and improved returns can support members’ needs while preserving the fund’s capacity to meet its long-term obligations.
