More than 52,700 online sellers, service providers and content creators have secured registration seal badges from the Bureau of Internal Revenue (BIR), as the agency pushes digital businesses to comply with a looming October 31 deadline.
The BIR reported the milestone as it steps up efforts to strengthen tax compliance and protect personal information in online transactions. Covered taxpayers must display their registration badges on websites, social media business pages and other online platforms by the deadline.
Introduced under Revenue Memorandum Circular No. 38-2026, the Registration Seal Badge replaces the previous requirement to publicly display a full Certificate of Registration (COR) or electronic COR.
The change allows businesses to prove they are registered with the tax agency without exposing sensitive details contained in their registration documents.
“A taxpayer should not have to expose an entire registration document just to prove that a business is registered,” BIR Commissioner Charlito Martin Mendoza said, adding that the initiative aims to simplify compliance while protecting the personal information of online sellers, professionals and content creators.
Under Revenue Memorandum Circular No. 99-2026, the bureau extended the original display deadline to October 31, giving covered taxpayers more time to secure and post their badges.
The seals also serve as a consumer verification tool. Buyers can scan a displayed badge to check a business’s BIR registration before completing an online transaction, adding another layer of transparency to digital commerce.
The initiative forms part of the BIR’s broader digital transformation drive, which includes electronic taxpayer registration, digital tax identification cards and electronic invoicing.
With the deadline approaching, the agency urged businesses that have yet to obtain their badges to complete the process and display them on their online platforms.
The registration push underscores the government’s effort to bring more digital economic activity into the formal tax system while addressing privacy concerns surrounding public disclosure of business registration documents.
