Marcos shuffles transport, public works chiefs to accelerate reforms

President Ferdinand Marcos Jr. has reshuffled the leadership of the Department of Transportation (DOTr) and Department of Public Works and Highways (DPWH), seeking faster infrastructure delivery, better public services and stronger safeguards against corruption.

Press Secretary Lino Cayetano said the reassignment of Vince Dizon to the DOTr and Giovanni Lopez to the DPWH reflects Malacañang’s push to translate reform efforts into tangible improvements in Filipinos’ daily lives.

“In the President’s own words, we are shifting gears to accelerate reform,” Cayetano said.

Dizon returns to the transportation department with a mandate to address persistent commuter concerns, including long queues, inefficient services and the presence of fixers at the Land Transportation Office (LTO). He is also expected to accelerate major mass transport projects.

The administration is banking on more efficient project execution to reduce travel times for workers and students, freeing up time for family and other activities. However, the impact will depend on whether promised improvements translate into measurable gains in mobility and service delivery.

At the DPWH, Lopez, a lawyer and certified public accountant, will be tasked with sustaining and institutionalizing transparency and anti-corruption measures launched under Dizon’s leadership.

Cayetano credited Dizon with challenging entrenched practices that allowed waste and corruption to persist, making thousands of infrastructure projects available for public scrutiny and advancing long-delayed works.

Lopez’s priority will be to embed accountability in the department’s rules, procurement processes and internal controls, making reforms less dependent on individual officials and more firmly rooted in institutional systems.

The reshuffle signals an effort to maintain pressure on infrastructure agencies as the government faces public demands for more reliable transport, timely project completion and greater transparency in public spending.

Whether the leadership change delivers lasting results will ultimately depend on implementation, enforcement and the government’s ability to demonstrate that infrastructure funds are producing concrete benefits for taxpayers.
