Ayala Corporation’s healthcare arm AC Health and US-based healthcare operator Bon Secours Mercy Health (BSMH) are planning a flagship hospital campus in Pasig City, a proposed investment that could help keep more Filipinos’ healthcare spending in the country by expanding access to advanced medical treatments locally.
The project is also expected to generate around 3,000 jobs and integrate specialized medical services with research, clinical training and professional development for Filipino doctors and nurses, according to the Department of Finance (DOF).
However, key details remain undisclosed, including the project’s investment cost, planned bed capacity, construction timeline and target opening date.
Finance Secretary Frederick Go, who chairs the Fiscal Incentives Review Board (FIRB), met with representatives of AC Health and BSMH, alongside officials from the Board of Investments and the FIRB, to discuss the proposed development.
The planned hospital campus is envisioned as a center for advanced and specialized care, potentially reducing the need for some Filipino patients to seek treatment abroad. It could also position the Philippines to attract international medical tourists, although the project’s eventual impact will depend on its service offerings, pricing and accessibility.
“This is an opportunity to bring advanced and world-class medical services closer to Filipino patients, develop the next generation of healthcare professionals, and create thousands of quality jobs,” Go said.
Beyond hospital operations, the proposal includes annual training placements for trainee doctors and nurses, international rotations and other professional development programs. These initiatives are intended to strengthen the local healthcare workforce while linking clinical practice with research and training.
The project comes amid efforts to develop the Philippines’ capacity to deliver more complex medical procedures and retain spending that might otherwise flow to overseas hospitals. Whether it can significantly reduce outbound medical spending, however, will depend on the treatments offered, the availability of specialists and the ability of patients to afford care.
Go first met BSMH representatives in Washington in July 2025 during President Ferdinand Marcos Jr.’s working visit to the United States. Discussions at the time included the development of a premium tertiary hospital in the Philippines.
BSMH Chief Clinical Development Officer Dr. Michael Todd said the proposal builds on the company’s Philippine global business center, which opened in October 2025.
Further details on the proposed hospital’s financing, implementation schedule and operating model were not disclosed.
